The Avis Congestion Charge Story 

Or why is it so hard to get people to understand something so simple?


London has a Congestion Charge of 11.5 pounds per day to enter central London

You have to pay an £11.50 daily charge if you drive between 07:00 and 18:00, Monday to Friday in the Congestion Charge zone.

There is a penalty if you do not pay the Congestion Charge

Avis offers to collect and pay this charge for you

Don't forget the London Congestion Charge

This hire station is just on the outskirts of the London Congestion Charge zone.

Drivers entering central London between 7am and 6pm on Monday to Friday (look out for the Congestion Charge signs) have to pay the charge on a daily basis. Discover where these areas are by viewing our map and find out how to pay the charge.

We can process the payment on your behalf for the first day of your hire, so you have more time to relax and enjoy the journey. Just let us know when you collect your car.

I selected and paid for this option


Note that the Rental Agreement shows I purchased 11.5 pounds in Counter Products and that the notes show that the Counter Product in question is "Included Congestion Charge".  I also opted out of purchasing liability insurance so there is no charge for that.

I have a witness

I was with Allen Edwards on Monday the 22nd of September, 2014, when he rented a car from Avis in London. We discussed, and he decided to pay the congestion charge to Avis. It is clear from the paperwork that this charge was paid to Avis, and I am willing to swear under oath (if necessary) that this charge was paid to Avis.

The car got a ticket anyway

Note that the the date of the penalty is the same date that the car was rented.  This was the day that I paid Avis to process the payment on my behalf.  We were in the congestion zone just long enough to pick up our baggage at the hotel and leave London.


Avis charged my credit card for this penalty

The charge was 95 pounds, which is 65 pounds for the penalty charge plus a 30 pound processing fee.  That is about $150.


I protested this with Bank of America.  

That is how I found out what the charge was about.  My claim was turned down.  I protested again now that I knew what happened.  That claim was denied as well.  I have protested again and await the outcome.  This blog is in support of that protest.
